France is pressing online resale platforms to remove listings suspected of offering goods stolen during a wave of looting, widening the government’s response from street security to the digital market for stolen merchandise. Ministers responsible for digital affairs and small businesses called representatives of major platforms to discuss rapid takedowns and cooperation with investigators.

The move followed reports that cosmetics, perfumes, clothing, footwear and other merchandise taken from shops during unrest on 17 October were being advertised for resale. The appearance of suspicious listings has raised questions about how quickly platforms can identify potentially stolen goods, preserve evidence and help police trace the people selling them.

Ministers summon six major platforms

Digital affairs minister Anne Le Hénanff and small-business and commerce minister Serge Papin brought together representatives of Vinted, Amazon, eBay, Leboncoin, Meta and TikTok. The government wants listings linked to the looting removed promptly and expects platforms to work closely with state services so suspected sellers can be investigated.

Officials are also working toward a more structured process for sharing information between investigators and marketplace operators. Such a protocol could clarify how authorities flag a suspect listing, how platforms preserve account and transaction records, and how potential evidence is passed to the relevant services. The challenge is to make cooperation fast enough to matter while keeping decisions traceable and consistent.

Suspected loot appears on resale sites

Reports described listings for new merchandise offered soon after shops were targeted. Examples circulating in French media included bundles of cosmetics, perfumes, clothing and trainers, sometimes described as new or shown with original tags or packaging. Items offered in unusual quantities or at steep discounts drew scrutiny because they appeared inconsistent with ordinary second-hand sales.

Those warning signs can help identify listings for review, but they do not prove that an item was stolen. A new product, a low price or a recently created seller account may have an innocent explanation. Investigators need to assess the circumstances and, where possible, compare listing details with reports from affected retailers before treating a specific product as stolen property.

Vinted steps up checks and removals

Vinted said it had acted to identify and remove listings that might involve stolen goods and had strengthened its monitoring of suspicious advertisements. The company said violations of its rules can lead to measures against seller accounts, including permanent bans, and that it is cooperating with French authorities and law enforcement.

eBay has said it provides law enforcement with a dedicated portal for investigation-related requests. The government’s discussions also involve platforms that host social content or advertising, reflecting the fact that suspected goods can be promoted, negotiated or moved across different services rather than appearing only on traditional resale websites.

France says around 3,000 businesses were affected by the weekend’s unrest and has announced support measures for impacted merchants. The online resale issue creates an additional problem for businesses already dealing with damage, missing inventory, interrupted trading and insurance claims.

The challenge of proving a listing involves stolen goods

Marketplace operators must distinguish potentially criminal listings from legitimate second-hand sales. Product photographs, descriptions, prices and account histories can provide useful leads, but the strongest cases may require inventory records, serial numbers, store reports, security footage or other evidence linking a product to a particular theft.

Preserving information is important. A listing can disappear quickly after removal or deletion, taking with it details that investigators may need to identify a seller or establish a chain of transactions. Clear reporting channels and timely requests can help platforms retain relevant information for lawful requests while avoiding public accusations based only on appearance or rumour.

What happens next

The discussions are likely to focus on how platforms receive reports, remove suspect listings, preserve relevant records and respond to police requests. The effectiveness of the approach will depend not simply on the number of advertisements removed, but on whether cooperation helps investigators establish the origin of goods and identify people responsible for theft or resale.

For shoppers, unusually large quantities of new branded goods at implausibly low prices can justify caution, especially when a seller cannot explain where the items came from. Buyers should avoid knowingly purchasing stolen property and should report suspicious listings through a platform’s reporting tools or to the appropriate authorities. Sellers should retain receipts and other proof of purchase for valuable goods where possible.
