In a single week, India’s National Security Advisor sat across from Beijing’s top diplomat, briefed a room full of rival intelligence chiefs on the Iran war, and picked up the phone to Riyadh, before being told he’d be handed a national award named after a freedom fighter who died in 1920.

The BRICS Security Meeting

Senior security officials from BRICS nations, including China, Russia, and Iran, convened in New Delhi in July 2026 to discuss non-traditional security threats, terrorism, and emerging technologies, with India’s National Security Advisor Ajit Doval hosting the gathering. Addressing the meeting, Doval said the US-Iran agreement could stabilize energy security and ease supply-chain pressures on key commodities, a notably measured assessment given the agreement’s repeated collapse and the ongoing US-Iran war at the time of his remarks.

Doval and Wang Yi: A Cautious Thaw

On the sidelines of the BRICS meeting, Doval held bilateral talks with Chinese Foreign Minister Wang Yi, with both sides discussing a gradual normalization of India-China ties. The meeting continues a pattern of periodic high-level contact between the two countries’ security establishments following the 2020 Ladakh standoff and the earlier 2017 Doklam standoff, both of which Doval was directly involved in managing at the time.

The Iran War Enters the Room

Doval’s remarks on the US-Iran agreement placed the ongoing Gulf conflict squarely on the BRICS security agenda, notable given Iran’s own membership in the bloc and Russia’s parallel military relationship with Tehran. His framing, that the agreement could ease supply-chain pressure on key commodities, implicitly acknowledged the disruption the war has caused to global energy and shipping markets, a disruption that has directly affected India as a major oil importer dependent on stable Gulf shipping lanes.

The Saudi Call

Doval also held discussions with Saudi Foreign Minister Prince Faisal bin Farhan Al Saud to discuss energy security and maritime corridors amid rising tensions in West Asia, a conversation that placed India’s security establishment in direct contact with a Gulf state whose own oil exports and shipping routes have been disrupted by the Strait of Hormuz and Bab el-Mandeb conflicts.

Who Doval Actually Is

Ajit Kumar Doval, born in 1945 in Uttarakhand, is a retired Indian Police Service officer of the Kerala cadre who rose to lead India’s Intelligence Bureau before being appointed National Security Advisor in 2014, a post to which he has since been repeatedly reappointed. He was the youngest police officer in India to receive the Kirti Chakra gallantry award, and has been directly involved in some of India’s most sensitive security operations, including the 1999 Kandahar hijacking crisis, the 2016 surgical strikes, the 2019 Balakot airstrikes, and the management of both the Doklam and Ladakh standoffs with China. His background in undercover intelligence work has earned him the informal nickname India’s James Bond in domestic media coverage.

The Award Ceremony to Come

Doval has been selected to receive the Lokmanya Tilak National Award 2026, in recognition of his contributions to India’s national security, counterterrorism strategy, covert operations, and border management. The award, conferred annually since 1983 on the anniversary of Lokmanya Bal Gangadhar Tilak’s death, will be presented August 1 in Pune, with Union Home Minister Amit Shah, Maharashtra Chief Minister Devendra Fadnavis, and Deputy Chief Minister Eknath Shinde expected to attend the ceremony.

Why China Sent Wang Yi to New Delhi at All

Wang Yi’s presence in New Delhi for the BRICS security meeting, and his subsequent bilateral session with Doval, comes amid a broader effort by both countries to manage a relationship strained since the 2020 Ladakh clashes eroded strategic trust along the Line of Actual Control. The choice to hold this normalization conversation specifically on the margins of a BRICS security gathering, rather than through a dedicated bilateral summit, suggests both sides are treating the thaw as incremental rather than as a formal reset.

The Pattern in Doval’s Diplomacy

Doval’s week, hosting BRICS security chiefs, meeting China’s foreign minister, and separately engaging Saudi Arabia’s, reflects a consistent feature of his tenure: using his security-focused mandate to conduct what amounts to parallel diplomacy alongside India’s Ministry of External Affairs, a pattern visible in his prior meetings with Russian President Vladimir Putin and repeated engagement with Chinese counterparts at SCO and BRICS gatherings over multiple years.

Law and Legal Implications

Doval’s role as National Security Advisor is a statutory-adjacent executive appointment under India’s Cabinet Secretariat rather than a position created by dedicated legislation, meaning his diplomatic engagements, including with China and Saudi Arabia, operate under executive authority delegated by the Prime Minister rather than an independent legal mandate, giving the government flexibility to use the NSA channel for sensitive discussions that might otherwise require more formal diplomatic protocol through the Ministry of External Affairs.

Does the China Thaw Actually Hold

It remains unclear whether the gradual normalization discussed between Doval and Wang Yi will translate into concrete de-escalation along the Line of Actual Control, given that prior rounds of high-level contact between the two countries have not fully resolved the trust deficit dating to 2020. Whether India’s engagement with both Saudi Arabia and the BRICS bloc, which includes Iran, on Gulf security issues will position New Delhi as a meaningful mediating voice in the US-Iran conflict, or remain limited to consultation, is not yet clear. Forensic Times continues to monitor India’s National Security Advisor’s diplomatic engagements and their bearing on regional security dynamics.
