US Strikes Iran’s Darkhovin Nuclear Plant Site

Iran says the US bombed an unfinished nuclear plant near the Karun River, and the IAEA is now investigating a strike close to the line its own chief calls reddest.

An unfinished reactor with no nuclear material inside became the latest target in a war that has already put the world’s nuclear watchdog on record warning that a direct hit on an operating plant would cross what its own director calls the reddest line in nuclear safety.

Iran’s Account of the Strike

Iran’s Atomic Energy Organization said US forces struck the under-construction Darkhovin nuclear power plant in southwestern Khuzestan Province with a number of projectiles in the early hours of Sunday, calling the attack an aggressive and brutal act contrary to international law. The organization’s statement, carried by state broadcaster IRIB, said the strike occurred at approximately 3:39 a.m. local time and described the plant as a symbol of the Iranian nation’s dignity and its pursuit of self-reliance. The organization did not disclose the extent of any damage. US Central Command had not commented on the alleged strike at the time Iran’s statement was issued.

What the Darkhovin Site Actually Is

The Darkhovin facility is a planned pressurized water reactor with a designed generating capacity of 300 megawatts, located near the Karun River roughly 70 kilometers south of Ahvaz and about 100 kilometers north of the Persian Gulf. Iran first announced plans for a plant at the site more than 15 years ago, with construction of the current reactor beginning in late 2022 and completion originally expected around 2030. Iran’s only currently operational nuclear power plant is located at Bushehr on the Gulf coast.

The IAEA’s Response

The International Atomic Energy Agency said Sunday it was looking into reports of the overnight attack, stating that the facility was in the very early stages of construction and contained no nuclear material when last visited by IAEA inspectors. The agency said the reported attack was not believed to pose any radiological risk, while IAEA Director General Rafael Grossi reiterated his call for military restraint in the vicinity of all nuclear-related sites. The agency said it had contacted Iranian authorities about the reports and would provide further information as it became available.

Why “No Nuclear Material” Matters

The IAEA’s specific note that Darkhovin held no nuclear material at last inspection is a materially different safety finding than would apply to an operating reactor, since the absence of fuel or fissile material at an early-stage construction site removes the primary pathway for the kind of radiological release that concerns nuclear safety regulators. That distinction is why the agency characterized this particular strike as posing no radiological risk even while continuing to warn against strikes on nuclear-related sites more broadly.

Grossi’s Reddest Line: The Bushehr Precedent

The Darkhovin strike follows an earlier incident in which a projectile struck part of the operating Bushehr nuclear power plant complex, the closest known impact on an active reactor since the conflict began. Grossi told reporters at the time that a direct hit on an operating nuclear power plant’s core would be extremely serious, describing it as the reddest line of all in nuclear safety, and warning that the possibility of atmospheric dispersion of radioactivity would be very high if a reactor core were struck, even though the Bushehr incident itself caused no apparent damage to the plant’s core systems.

Iran Withdraws From the Memorandum

The Darkhovin strike came a day after Iranian officials said the country had withdrawn from its memorandum of understanding with the United States, following Washington’s resumption of bombing after an interim ceasefire deal signed roughly a month earlier collapsed. Iran and the US have intensified strikes since that breakdown, a pattern that has raised the prospect of a return to full-scale war between the two countries.

Iran’s Broader Nuclear Footprint

The current war, which began when the United States and Israel launched strikes on Iran on February 28 aimed at disabling the country’s nuclear and missile programs, has repeatedly put Iranian nuclear infrastructure in the path of military operations, from enrichment facilities to power generation sites like Bushehr and now Darkhovin. The conflict has also disrupted global energy supplies more broadly, a consequence tied as much to Strait of Hormuz shipping disruptions as to strikes on nuclear or oil infrastructure specifically.

Forensic Analysis and Intelligence

The IAEA’s assessment process for incidents like this relies on a combination of satellite and inspection-based knowledge of a site’s material inventory, in this case its own most recent physical inspection confirming no nuclear material was present, combined with contact with national authorities to corroborate reported damage. This is distinct from and more constrained than the agency’s monitoring of active fuel-bearing facilities such as Bushehr, where radiological and contamination assessments require on-site or remote sensing data rather than inventory records alone. The gap between Iran’s claim of an attack and the IAEA’s independent confirmation, still pending as of the agency’s Sunday statement, illustrates the same evidentiary lag seen elsewhere in this conflict, where initial claims from a combatant party precede formal verification by a neutral technical body.

Law and Legal Implications

Strikes on nuclear facilities occupy a distinct category under international law, given specific protections for nuclear installations under the Geneva Conventions’ additional protocols and IAEA safeguards frameworks, which generally caution against attacks on nuclear sites regardless of their operational status due to the catastrophic potential of even accidental damage to safety systems. Iran’s characterization of the strike as a violation of international law reflects this general legal norm, though the absence of nuclear material at Darkhovin distinguishes its legal exposure from a strike on an operating facility like Bushehr, where the same action could implicate more severe humanitarian law concerns tied to radiological harm to civilian populations.

What the IAEA Has Not Yet Confirmed

It remains unclear whether the IAEA will independently verify Iran’s account of the Darkhovin strike, including the extent of any physical damage, given that the agency’s Sunday statement relied on Iranian reports rather than its own on-site assessment. US Central Command had not confirmed or denied the strike as of the available reporting, leaving the attack’s authorship formally unconfirmed by the party Iran holds responsible. Whether continued strikes near nuclear-related sites, following the closer call at Bushehr, will prompt a more binding international restriction than Grossi’s repeated calls for restraint is not yet known. Forensic Times continues to monitor IAEA statements and US Central Command’s public reporting on strikes near Iranian nuclear infrastructure.
