Three hundred officers, underwater search teams, and mounted patrols descended on every borough of Merseyside at once, the force’s third and largest version yet of a crackdown that has already produced dozens of arrests each time it has run this year.

The Scale of the Operation

More than 300 Merseyside Police officers carried out 28 early morning warrants across Liverpool, Wirral, Sefton, St Helens, and Knowsley, targeting individuals involved in serious organised crime including drug dealing, child sexual exploitation, violence, and domestic abuse. The operation, codenamed Operation Vanguard, included land and underwater searches, with mounted police and dog teams also deployed. Police activity continued throughout the day beyond the initial morning warrants.

What the 28 Warrants Targeted

The 28 warrants executed spanned every borough of Merseyside simultaneously, marking a shift from earlier iterations of the operation that concentrated on single areas. Offences underpinning the operation’s broader targeting have historically included possession with intent to supply Class A and B drugs, sexual offences including rape, possession of indecent images, burglary, threats to kill, harassment, and possession of criminal property, based on the pattern established in prior Vanguard operations this year.

Beyond the Warrants: The Full Day of Activity

Police said additional activity throughout the day included underwater searches in locations where criminals are suspected of discarding items linked to their offending, roadside operations stopping vehicles suspected of involvement in criminality, safeguarding of vulnerable people described by the force as being exploited and used by heartless and callous criminals, and patrols by mounted and dog teams alongside operations specifically targeting the illegal use of electric bikes, e-scooters, and off-road motorcycles.

Carden’s Intelligence Point

Chief Constable Rob Carden described the operation as part of a proactive policy of keeping criminals on the back foot, and specifically credited members of the public for providing much of the intelligence behind the day’s activity, a detail that underscores how dependent large-scale operations like this one are on community tip-offs rather than police-generated leads alone.

Why This Is the Third and Biggest

This marks the third Operation Vanguard conducted in Merseyside, following an earlier operation focused on Knowsley and a second concentrated in Liverpool’s Anfield area. Unlike those two, this iteration deployed targeted operations simultaneously across all of Merseyside’s Basic Command Units, in Wirral, Sefton, St Helens and Knowsley, and Liverpool, making it the broadest single-day deployment of the initiative to date and reflecting an escalation in both geographic scope and officer numbers compared to the previous two rounds.

What Previous Rounds Actually Produced

Prior Operation Vanguard deployments give a sense of the scale of enforcement this kind of operation typically generates. A December 2025 operation in Knowsley’s Stockbridge Village and Huyton areas, involving more than 250 officers, resulted in 49 arrests for offences including sexual assault, possession of indecent images, and domestic abuse. A March 2026 operation in Anfield led to 68 arrests and eight people subsequently charged, with officers seizing an imitation firearm, drugs, thousands of pounds in cash, three machetes, and luxury watches, alongside roughly 160 vehicles stopped at roadside checkpoints. A separate round in July 2026, which appears to be an earlier same-month operation preceding this latest and largest deployment, produced 41 arrests from 35 warrants, with seizures including more than £50,000 in cash and an estimated £500,000 in designer goods.

The Proceeds of Crime Angle

Merseyside Police has specifically cited the Proceeds of Crime Act as a legal tool enabling officers to seize suspected criminal assets, cash, designer goods, and vehicles, and reinvest the proceeds into policing and community safety. Prior rounds have seen seizures including designer clothing and accessories valued at an estimated £500,000, luxury watches, e-bikes, and vehicles including a Land Rover, indicating that asset seizure functions as both a disruption tactic and a funding mechanism for continued operations.

Forensic Analysis and Intelligence

Chief Constable Carden’s acknowledgment that much of the operation’s intelligence came from the public points to a community-sourced intelligence model underpinning Operation Vanguard’s targeting, meaning the 28 warrants executed were not generated through proactive surveillance alone but through tips cross-referenced against existing police intelligence on suspected offenders. The inclusion of underwater searches specifically for items criminals are suspected of discarding reflects standard evidence-recovery methodology in drug and weapons cases, where offenders frequently dispose of contraband in waterways during or immediately after police activity, making North West Underwater Search team deployment a routine but evidentially significant part of these operations.

The pattern across prior Vanguard rounds, where warrant counts (35, 45, 28) and arrest totals (41, 66, 49, 68) have varied operation to operation, suggests police calibrate warrant targeting based on the specific intelligence available for each deployment area rather than applying a fixed formula, with the broader borough-wide spread of this third operation representing a deliberate intelligence and logistics scale-up rather than simply a larger version of the same targeting approach used previously.

Law and Legal Implications

Warrants of this kind are typically issued under the Police and Criminal Evidence Act 1984 and related UK legislation governing search and seizure, requiring officers to demonstrate reasonable grounds before a magistrate to justify entry and search of a named property. The Proceeds of Crime Act 2002, which the force has invoked in connection with these operations, allows for civil recovery and confiscation of assets believed to derive from criminal conduct, a mechanism distinct from and often running parallel to criminal prosecution, meaning seized cash and goods can be pursued for forfeiture even in cases where a criminal charge does not ultimately proceed or succeed.

How Many Warrants Actually Lead to Charges

It remains unclear how many of the 28 warrants executed in this latest operation will result in formal charges, given that prior rounds have shown a notable gap between arrest totals and confirmed charges, such as the March 2026 Anfield operation’s 68 arrests yielding only eight confirmed charges at the time of reporting. Whether the shift to a simultaneous all-borough deployment model will prove more or less effective than the previous single-area concentration approach has not yet been assessed by the force. The specific offences and outcomes tied to this particular round of 28 warrants had not been fully detailed as of the initial reporting, with police activity continuing throughout the day. Forensic Times continues to monitor Merseyside Police statements on Operation Vanguard’s outcomes and any resulting charges.
