Lebanon’s Army Enters Pilot Zones as Israel Watches

Lebanese troops rolled into a village Israeli forces had just left, testing a framework that asks Beirut to disarm Hezbollah before Israel promises to fully withdraw.

A framework built to test whether Lebanon can govern its own south is now being tested village by village, starting with one where Israeli troops withdrew just far enough to let Lebanese soldiers in.

The Deployment

The Lebanese army began deploying Tuesday to Zawtar al-Gharbiya, a southern village in the Nabatieh region designated as one of three pilot zones under a US-backed framework agreement with Israel, as President Joseph Aoun visited Washington. Lebanese media showed military vehicles, some flying the Lebanese flag, entering the village, which sits at the edge of what Israel calls its security zone. The Lebanese army said in a statement that units had begun deploying that morning, following Israeli forces’ withdrawal from the village’s outskirts, the only one of the three pilot villages where Israeli troops had maintained a physical presence.

What the Framework Actually Requires

Lebanon and Israel signed the trilateral framework agreement on June 26, 2026, in Washington, establishing a sequenced process under which the Lebanese army would restore effective sovereign authority over Lebanese territory contingent on the verified disarmament of non-state armed groups, an explicit reference to Hezbollah. Only after that disarmament is confirmed does the framework call for Israel to progressively redeploy out of the country. A Military Coordination Group for Lebanon, involving the US, Israeli, and Lebanese militaries, was established to oversee implementation, and the agreement’s security annex, which contains the specific rules governing Israeli withdrawal, has not been publicly released in full.

Three Villages, Two Different Realities

The US State Department said Lebanese army operations had begun in Froun, Srifa, and Zawtar al-Gharbiya, but the situation on the ground differed meaningfully between them. Lebanon’s military already maintained a presence in Froun and Srifa, where Israeli forces were not present at all. Zawtar al-Gharbiya was different: Israeli troops had controlled its outskirts, making Tuesday’s deployment there the first instance of an actual, if partial, physical handover rather than simply an expansion of an existing Lebanese footprint.

Israel’s Conditions Behind the Withdrawal

The Israeli military said it would adjust its force posture in one of the pilot areas but stopped short of describing a full withdrawal, and Israeli officials have separately said their forces intend to remain in a security zone roughly 10 kilometers deep along the Lebanese frontier for as long as Hezbollah remains armed. Prime Minister Benjamin Netanyahu has stated the two pilot zones were selected based on Israeli military recommendations, one south of the Litani River and one north of it within the expanded security zone, and has said Israel’s security requirements take precedence over the pace of any broader withdrawal.

Hezbollah’s Rejection

Hezbollah, which was not party to the framework negotiations, has rejected the agreement outright and refuses to disarm, with Secretary-General Naim Qassem stating there will be no normalization with Israel. The group has insisted Israel must withdraw from Lebanon unconditionally rather than in exchange for disarmament, and it has not publicly stated whether it will actively resist implementation of the pilot zones on the ground, leaving the practical test of the framework, whether Hezbollah’s weapons in these specific villages are actually surrendered, still unresolved as Lebanese troops move in.

Why These Villages Were Chosen First

The three pilot villages sit near the Litani River and were selected to trial the disarmament and security handover model on a small scale before any attempt to extend it further into southern Lebanon. A US official described the pilot zones as a genuine test of Lebanon’s ability to exercise sovereignty in practice through its own armed forces under American oversight, framing the initiative less as a final settlement and more as a proof of concept for the broader, unresolved question of Israeli withdrawal from roughly a fifth of Lebanese territory it currently occupies.

Aoun in Washington

President Aoun’s visit to Washington coincided directly with the deployment, and he met Secretary of State Marco Rubio to discuss implementation of the framework, stressing to Rubio the need for Lebanon and the US to remain aligned on the pace of Israeli troop withdrawals from the designated pilot zones. A US official welcomed the launch of the pilot zones as real progress on the ground and described it as a significant opportunity for the Lebanese state to reassert authority in areas long dominated by Hezbollah.

The History This Framework Is Trying to Fix

The current arrangement follows a pattern of prior agreements that failed to durably resolve the same underlying dispute: the 1989 Taif Agreement that ended Lebanon’s civil war, UN Security Council Resolution 1701 that ended the 2006 Israel-Hezbollah war, and a November 2024 ceasefire, none of which succeeded in making Lebanese state control over its own south, and Hezbollah’s disarmament specifically, an enforceable condition tied to Israeli withdrawal. Analysts have noted this framework’s emphasis on reciprocal, verified steps is a direct attempt to close that same enforcement gap. Israel invaded Lebanon after Hezbollah joined the wider Middle East war in March 2026 with rocket attacks in support of Iran, and continues to occupy parts of the country despite a ceasefire, including recent strikes and controlled detonations in villages it still occupies near the border.

Law and Legal Implications

The framework’s structure, conditioning Israeli withdrawal on verified disarmament rather than committing to an unconditional or scheduled redeployment, leaves significant discretion in Israel’s hands over the pace of implementation, since no binding timetable exists for the withdrawal even as Lebanese forces take on visible security responsibilities. The unreleased security annex governing the specific terms of Israeli withdrawal creates a transparency gap: Lebanese officials, Hezbollah, and outside observers are being asked to assess compliance with terms that have not been made fully public. Under international law, an occupying force’s continued presence in territory beyond what is necessary for legitimate security purposes can raise questions of proportionality, an issue previously addressed but not conclusively resolved by Resolution 1701’s own unimplemented provisions.

Does the Pilot Survive Contact With Hezbollah

It remains unclear whether Hezbollah will passively allow disarmament to proceed in the three pilot villages or attempt some form of resistance, given the group’s explicit rejection of the framework and its silence on tactical intentions. The specific terms of the unreleased security annex, including any enforceable timetable for Israeli withdrawal beyond the initial pilot zones, are not yet public. Whether Israel’s stated intent to maintain its 10 kilometer security zone regardless of disarmament progress will eventually conflict with the framework’s own logic, that withdrawal follows verified disarmament, has not been tested by events on the ground. Forensic Times continues to monitor Lebanese army statements, Israeli military posture updates, and the Military Coordination Group’s reporting on implementation.
