CIA Declassifies 71 Reports Showing Years of Warnings Before 9/11

A newly released collection of CIA presidential intelligence briefings shows that American officials received repeated warnings about Osama bin Laden and al-Qaeda years before September 11, including a 1998 assessment that extremists might fly an explosive-packed aircraft into a US city.

The Largest CIA 9/11 Release

The CIA has released 71 previously classified President’s Daily Brief products relating to Osama bin Laden, al-Qaeda and the terrorist threat surrounding the United States in the years leading up to the September 11, 2001 attacks.

The release, announced on September 11, 2026, includes more than 100 pages of intelligence analysis prepared for Presidents Bill Clinton and George W. Bush. The CIA described it as the agency’s single largest release of intelligence analysis related to 9/11. :contentReference[oaicite:0]{index=0}

Seventy of the released documents date from before the attacks, while one report was produced on September 12, 2001, the day after the attacks. Some of the material had previously been disclosed through the 9/11 Commission investigation, but the release provides a larger collection of the presidential-level intelligence assessments that preceded the attacks. :contentReference[oaicite:1]{index=1}

The 1998 Warning About an Explosive Aircraft

One of the most striking documents is dated September 10, 1998. The intelligence assessment warned that individuals associated with bin Laden “may fly an explosive-packed airplane into a US city.”

The document did not establish that such an attack was imminent, nor did it identify the precise method later used on September 11, 2001. It also stated that available intelligence provided no conclusive information about bin Laden’s intentions for future attacks.

Nevertheless, the assessment demonstrated that the possibility of using an aircraft as a weapon against a target inside the United States had already appeared in CIA analysis nearly three years before the actual attacks. :contentReference[oaicite:2]{index=2}

The report also indicated that bin Laden’s preferred option was to strike the United States on its own soil, with Washington identified as a focus of his attention.

Warnings About Bin Laden’s Intentions

The newly released material shows that the aircraft warning was not an isolated intelligence assessment.

CIA documents from 1998 onward repeatedly described bin Laden’s determination to attack American interests. The released collection includes reports concerning potential targets, attacks inside the United States, bin Laden’s infrastructure in North America and preparations to hijack US aircraft. :contentReference[oaicite:3]{index=3}

One February 1998 assessment reported that bin Laden and other extremists had issued a religious edict calling for attacks against US interests and civilians worldwide.

Other reports examined bin Laden’s attempts to obtain chemical, biological, radiological and nuclear capabilities and his growing operational network in Afghanistan.

The intelligence picture therefore contained multiple warning indicators, but the information was fragmented, incomplete and often uncertain.

The Threat Escalated Before 2001

By the summer of 2001, intelligence officials were receiving increasingly urgent reporting about a possible al-Qaeda operation.

A July 24, 2001 assessment stated that an expected imminent bin Laden-sponsored terrorist operation had reportedly been postponed, while preparations for other near-term attacks might still be underway.

The intelligence community’s concern had become sufficiently serious that then-CIA Director George Tenet later described the situation as the system “blinking red.”

The released documents show that intelligence agencies were not operating without warning. Instead, they were attempting to interpret a large collection of fragmented reports that did not provide a definitive picture of the exact operation, target or timing.

The August 2001 Warning

One of the most important documents in the collection is the August 6, 2001 President’s Daily Brief titled “Bin Ladin Determined To Strike in US.”

The briefing reported that al-Qaeda members had lived in or traveled to the United States for years and that the organization apparently maintained a support structure capable of assisting attacks.

It also cited FBI information describing suspicious activity in the United States that was considered consistent with preparations for hijackings or other forms of attack, including surveillance of federal buildings in New York.

The report nevertheless acknowledged significant uncertainty. Intelligence officials had been unable to corroborate some of the more sensational reporting, including earlier claims that bin Laden wanted to hijack a US aircraft. :contentReference[oaicite:4]{index=4}

The August briefing had previously become public during the 9/11 Commission investigation. The new release places it within a much larger collection of earlier and later assessments, providing additional context around what intelligence officials were reporting to the White House.

What Intelligence Officials Did Not Know

The newly released documents do not show that US intelligence knew the precise details of the September 11 plot before it happened.

There was no confirmed intelligence identifying the four specific aircraft, the exact date of the operation, the complete group of hijackers or the precise sequence of attacks.

The documents instead reveal a series of warnings about a broad threat: bin Laden wanted to attack the United States, al-Qaeda was developing capabilities, operatives had established networks inside the country and intelligence agencies feared hijackings or attacks on American soil.

This distinction is critical when assessing the historical record. The existence of warnings does not establish that officials possessed actionable knowledge of the specific September 11 operation.

The September 12 Intelligence Report

The final document in the release was produced in the early hours of September 12, 2001.

It described mounting evidence that extremists in Afghanistan and the Persian Gulf had knowledge of bin Laden-directed attacks before they occurred.

The report also cited a source in Kandahar who said the attacks had been the result of two years of planning and described them as the beginning of a broader campaign. The assessment indicated that bin Laden had told Taliban leader Mullah Omar that operations were underway that would cause major damage to the United States.

It also contained reporting suggesting that the Capitol and White House may have been among the intended targets, although the information remained subject to intelligence assessment and redaction.

Law and Intelligence Accountability

The release does not itself establish criminal liability for any US official or demonstrate that the attacks could certainly have been prevented had a particular warning been acted upon.

Instead, the documents provide additional evidence for evaluating the institutional failures examined by the bipartisan 9/11 Commission.

The commission concluded that failures involving imagination, policy, capabilities and management contributed to the inability of the US government to prevent the attacks. It described the most important failure as one of imagination: officials had difficulty connecting existing intelligence indicators into an understanding of the threat that was actually developing.

The newly released documents also highlight a structural problem within the intelligence community. Information was distributed across agencies and analytical units, while the available reporting frequently contained uncertainty, conflicting assessments and insufficient operational detail.

What the Documents Establish

What is established is that the CIA and other US intelligence officials repeatedly warned successive administrations about bin Laden and al-Qaeda years before September 11, 2001.

The documents establish that the possibility of an aircraft being used as a weapon against an American city appeared in intelligence reporting as early as September 1998. They also show continuing warnings about bin Laden’s determination to strike the United States and increasingly urgent reporting during the summer of 2001. :contentReference[oaicite:5]{index=5}

What the documents do not establish is that the US government possessed precise advance knowledge of the September 11 operation or that officials knew exactly when, where and how the attacks would occur.

The release therefore adds detail rather than fundamentally rewriting the historical record. The central forensic question remains how intelligence fragments that individually appeared uncertain were processed, communicated and acted upon inside the US national-security system.

Twenty-five years after the attacks, the newly public records provide another layer of evidence for examining that failure: the warnings existed, the threat was recognized, and yet the information never became a sufficiently precise understanding of the attack that was coming.
