The Legislative Moment: What Ministers Are Actually Proposing

The European debate on restricting children’s access to social media has been running, in various forms, since 2016. It has produced reports, recommendations, voluntary codes, and a succession of national laws whose enforcement has been characterised by one recurring feature: inadequacy. What is happening in June 2026 is structurally different. For the first time, multiple EU member states are moving simultaneously toward binding legislative restrictions — not on social media access in general, but on specific product features that their governments have identified as the highest-risk elements of the platforms their children use every day.
