A hiking trip that turned into a mosque raid, a house attack, and a stolen rifle ended with six people dead in one village, and the wave of reprisals since has drawn Ottawa’s rare direct rebuke of Israeli settlement expansion.

Canada’s Statement

Canada’s Foreign Ministry said Wednesday, July 29, 2026, that it condemns the ongoing violence in the West Bank, stating in a post on X that the expansion of Israeli settlements in the West Bank must stop. The ministry said the settlements are illegal under international law and undermine prospects for peace, security, and stability, and stressed that international humanitarian law must be respected so that all civilians can live in safety and security.

What Happened in Tell

The statement follows an incident on July 24, 2026, in the Palestinian town of Tell, near Nablus, where dozens of Israeli settlers, reported as between 25 and 40 people by different accounts, entered the town around 8:30 a.m. According to local Fatah representative Essam Saifi, the settlers claimed to be hiking, though the area sits in Palestinian Authority-controlled Area A, which Israelis are prohibited from entering without prior military coordination. Residents confronted the group near a mosque; the settlers reportedly attacked two homes in the town’s eastern section before residents drove them back, then returned roughly half an hour later to the western part of town, where they attacked a minor.

Two Accounts of Who Fired First

Accounts diverge on the precise sequence of the shooting itself. Video reviewed by Al Jazeera appears to show a Palestinian man seizing a settler’s rifle and shooting him dead before Israeli soldiers, who had arrived alongside a civil defense team from the nearby Havat Gilad settlement, shot the man dead, with further footage showing continued Israeli gunfire afterward. The Israeli military said in a statement that soldiers had responded to a report of an attack on Israeli civilians hiking near Havat Gilad, and subsequently imposed a temporary cordon around Nablus and Tell.

The Six Dead

Four Palestinians, members of the Ramadan family described in some reporting as two brothers and their cousins, were killed, along with a settler and an Israeli soldier. Israeli media identified the two Israelis as Benayahu Mellet, 32, a soldier with the Havat Gilad settlement, and Major Yuval Ezra, 27. Four additional Palestinians were injured, three critically. Following the incident, Israeli Prime Minister Benjamin Netanyahu held a security assessment with Defense Minister Israel Katz and IDF Chief of Staff Eyal Zamir.

The Reprisal Wave

In the days since, settler and Israeli military reprisals have spread across numerous West Bank villages. Israel’s own Army Radio counted 30 separate settler attacks across the territory over the following weekend. Haaretz reported that influential settler figures ignored appeals from army officers to calm the situation, and the Israeli government announced what it called a major counterterrorism operation in response, with some Israeli officials publicly calling for the destruction of Palestinian homes and villages.

Human Rights Watch’s Warning

Human Rights Watch said the two Israeli settler attacks on Tell had triggered a wave of settler reprisal attacks in nearby Palestinian villages, warning that years of lawlessness and impunity had turned the West Bank into what the organization called a powder keg waiting to explode. Sarah Sanbar, the group’s acting Israel and Palestine researcher, said the Israeli government had failed to prevent the initial settler attacks and now needed to stop both settler reprisals and escalating military action that risked making the situation worse. Human Rights Watch said it had interviewed two witnesses and a local activist and verified six videos of the incidents shared directly with its researchers.

The Numbers Behind the Statement

The Tell killings brought the Palestinian death toll in the West Bank since July 19 to 10, according to Human Rights Watch. The UN Office for the Coordination of Humanitarian Affairs had separately reported 68 Palestinians killed in the West Bank in 2026 as of July 19, at least 13 by settlers specifically, alongside 20 Israelis injured as of July 15. Al Jazeera reported that settler-attack deaths in 2026, 18 as of July 20 per OCHA, had already exceeded the full-year total for 2025 before the four Tell killings. Daily Sabah, citing Palestinian figures, put the broader West Bank toll since October 2023 at 1,182 Palestinians killed, 13,000 injured, and nearly 24,000 arrested. Settler violence has risen sharply since the current Israeli government took office in October 2022, with a previous spike in March and April 2026 during the US and Israel’s war with Iran.

Forensic Analysis and Intelligence

Human Rights Watch’s methodology in documenting the Tell incident, interviewing two direct witnesses and a local activist while independently verifying six videos shared by researchers, reflects standard practice for establishing an evidentiary record in a fast-moving, high-casualty incident where official Israeli and Palestinian accounts diverge on sequence and responsibility. The video evidence reviewed by Al Jazeera specifically addresses the contested question of who fired first, showing a Palestinian seizing a settler’s weapon before soldiers opened fire, a sequence that matters significantly for any future legal or accountability assessment of the incident, even though it does not resolve the prior question of whether the settlers’ initial entry into Area A and attacks on homes constituted the original unlawful act triggering the confrontation.

The layered casualty tracking across multiple sources, Human Rights Watch’s since-July-19 count, OCHA’s year-to-date figures, and Daily Sabah’s cumulative since-October-2023 total, illustrates how West Bank violence is monitored through overlapping but differently scoped datasets, each useful for a different analytical question: acute escalation, annual trend, or cumulative conflict toll.

Law and Legal Implications

Canada’s characterization of Israeli settlements as illegal under international law aligns with the International Court of Justice’s July 2024 advisory opinion and the long-standing position of the UN Security Council, though Israel disputes this characterization based on its own historical and security claims to the territory. The settlers’ documented entry into Area A, under the Oslo Accords framework, an area under full Palestinian Authority civil and security control, without military coordination, raises a distinct legal question from the settlement legality dispute: it concerns unauthorized entry into a zone where Israeli civilian presence itself violates the jurisdictional arrangement Israel is itself a party to, independent of any broader settlement legality debate.

The Israeli military’s use of force resulting in a Palestinian civilian’s death after the seizure of a soldier’s weapon raises proportionality questions under international humanitarian law that would typically require an independent investigation to resolve, particularly given HRW’s finding that continued gunfire followed the initial shooting according to reviewed video.

Does a Statement Like This Change Anything on the Ground

It remains unclear whether Canada’s condemnation, one of many similar statements issued by Western governments over the years, will have any practical effect on either settlement expansion or the current reprisal wave, given that comparable EU and other governmental statements have historically shown limited impact on Israeli policy. Whether Israeli authorities will conduct an independent investigation into the sequence of the Tell shooting itself, given the conflicting accounts of who fired first, has not been confirmed. The trajectory of the announced Israeli counterterrorism operation, and whether it will include the home and village destructions some officials have called for, remains to be seen. Forensic Times continues to monitor OCHA casualty reporting, Human Rights Watch documentation, and diplomatic statements on the West Bank.
